Charlene Rivera is a Research Professor in The George Washington University Graduate School of Education and Human Development and is the Executive Director and founder of The George Washington University Center for Equity and Excellence in Education (GW-CEEE). Rivera serves as the Principal Investigator and Director of several technical assistance projects, and policy and evaluation studies for clients in state education agencies, school districts, schools, foundations and federal agencies.

She is recognized for her work in spearheading the Promoting Excellence series, a project that generated guiding principles and tools for English Language Learner (ELL) policymakers, educators and community members. Rivera has broad experience and expertise in areas such as standards, assessment, practices for accommodating ELLs, accountability, and reading instruction. She serves on the Teacher Education Accreditation Council (TEAC), Board of Directors, National Academies of Education Panel to Review Alternative Data Sources for Funding States in serving ELLs under Title III of the Elementary Secondary Education Act, the National Assessment Governing Board's Technical Advisory Panel for Uniform National Rules for NAEP Testing of ELLs, and multiple state assessment technical advisory committees. Rivera is widely published and holds a doctorate in education from Boston University.
