Its New Deputy Executive Director

WASHINGTON, D.C. — The National Assessment Governing Board announced today that distinguished assessment expert and former educator Lisa Stooksberry will become its new deputy executive director effective Jan. 23.

In this leadership role, Stooksberry, working with the executive director and other staff, will support the Governing Board’s congressional mandate to set policy for The Nation’s Report Card, also known as the National Assessment of Educational Progress (NAEP).

Prior to joining the Governing Board, Stooksberry served as senior vice president for standards and assessment at the National Board for Professional Teaching Standards (NBPTS) in Arlington, Virginia. In this capacity, Lisa oversaw the National Board Certification program, a voluntary standards- and performance-based measure of accomplished teaching, available in 25 certificate areas.

"Lisa brings a wealth of experience in assessment, as well as a unique educator background and perspective, that will strengthen our efforts to maintain NAEP as the gold standard in measuring student achievement," Governing Board Executive Director Bill Bushaw said. "Her background in assessing teacher performance will transfer nicely to our work assessing student performance."

Stooksberry’s deep background in overseeing the technical aspects of assessment includes item development, assessment alignment and validation studies. She also brings expertise in strategic work with partners that will contribute significantly to the Governing Board’s implementation of its new strategic vision. This vision calls for expanding the impact of The Nation’s Report Card by providing information about how our students are doing in the most innovative, informative and impactful ways.

As a member of the NBPTS senior leadership team, Stooksberry was directly involved in strategic, operational and financial matters. She also served as co-principal investigator for an Investing in Innovation (i3) grant, working with multiple higher education and district partners. Stooksberry is widely published, has led many presentations and has served on multiple panels, commissions and boards.

A former teacher and teacher educator, Stooksberry also worked at the American Association of Colleges for Teacher Education (AACTE), where she led partnership efforts among teacher preparation programs and organizations such as the Council of Chief State School Officers and the Stanford Center for Assessment, Learning and Equity at Stanford University. She led AACTE’s efforts in a multistate initiative designed to improve teacher preparation through performance-based assessments of pre-service teachers. She holds undergraduate and graduate degrees from the University of North Alabama, a graduate degree from University of Alabama at Birmingham and a doctorate in education from Vanderbilt University.

In its role overseeing NAEP, the Governing Board identifies NAEP subjects to be tested, determines the content and achievement levels for NAEP assessments, approves all assessment questions and takes steps to improve the form, reporting and use of NAEP results.
