Shelley Loving-Ryder is currently the Assistant Superintendent for Student Assessment, Accountability, and ESEA Programs at the Virginia Department of Education (VDOE). Under her leadership Virginia implemented an extensive online testing program beginning in 2001 and was one of the first state to incorporate technology-enhanced items. Prior to becoming assistant superintendent, Shelley served in various test development and test administration capacities within the assessment unit at VDOE, including serving as the NAEP state coordinator in the early 1990’s. In addition to her long career in assessment, she taught high school mathematics. Shelley served as the chair of the CCSSO NAGB State Policy Task Force from 2016 to 2022.
